2 might be too generous. Meta Modern and Sailors Guide are so far above and beyond High Top because they are not shackled and confined by the "traditional country album" goal Sturgill had for HTM. That freedom allowed for a more diverse and interesting sound on the two recent albums.
One thing I noted from the Joe Rogan podcast is he said he has enough material for a double album and another album already, and he wont do an extensive tour until those are released so he has a lot of music to choose from

Ive never been enamored by High Top.
Metamodern and Sailors are easily the best for me. Metamodern is like a 10/10 and Sailors is probably a 9.5/10
