It is hard to get 300-350 people to pay $200 per month if you are only charging $10-$15 more than the neighboring shitty course. People have to see it as a value to be a member. If they can just pay rack rate for cheap then why be a member? That is how people down here look at golf unfortunately. Not many people in Louisiana just want to support a club and have a nice place to play and hang out. They want a value plus top quality.
Does anyone know how many members it peaked at before the sale?

Definitely. The Bluffs primary problem. People there act as if it is so close to BR but it isn't really. If it were closer to or in BR it would be the top club/course in the area.

there cant be more than 10-15 golfers in all of raceland to lockport. it isnt like people can stop by the range after work or play 18 afternoons on a weekday
just look at the pics on google of kyoto "steakhouse" and "da bar"
