This is a good piece. Never figured you for a Nation reader. I suspect the answer to your question is that the hacking is more material to more Trump campaign figures under investigation (e.g. Papadopalous having been offered connections to the Kremlin for emails obtained through this hacking, etc.) and Mueller may not want to tip his hand.

The campaign has said that Papadop was working alone and without approval or direction from campaign supervisors but we know from his plea that he reported his work up the chain. The dirt that DJTJ, Kushner, and Manafort sought at the Trump tower meeting were also the fruit of this hacking. Mueller still hasn't talked to two out of three of those (as far as we know). I think we will see Russian indictments related to hacking eventually, though.
