I hate to say this, but I just dont believe the premise you stated in teh OP - and I don't trust any video/pic you post to substantiate it.

But in Hogg's own testimony where he was coached, he said there was a drill earlier that day...as did the other students.
Very likely, this was the earlier drill, and they thought a real shooting was (supposed to be) going down and were prompted to react...
This is super fishy, lines up with the Cruz character showing up later, then wandering off...to subway and McDonalds.

I think what he us saying is the media held rhis guy up as a hero for interviewing people during the shooting....
The time stamp suggests he did not and it was during the drill earlier that day.
