If the argument is that the WWE HOF should only apply to someone's career in WWE, then Sting and Goldberg have no place in it. I'm saying its more of a wrestling HOF than just WWE.

Well they own everything that was wcw so those guys are now included.

It’s effectively a wrestling HOF because the WWE is the only player left.
Doesn’t make Jarrett any more deserving to be in it.
Jarrett at his peak in WWE was a multi-time IC champ and tag champ. He never had a good program against the world champion, nor was he a major draw as IC champ like someone on par with Honky Tonk Man, Savage, or Warrior.
His best comparison on WWE-only achievements would probably be Scott Hall, except that Hall was far more over and was part of some of the most influential matches on the 90s against Shawn Michaels.
The main reasons Hall got in, IMHO, were due to the nWo angle and his personal friendship with Triple H.
