Air dyne style bike. Either the assualt, xebex or personally right now I would get the air mill bike. It's on sale for 599 plus shipping on getrxd and it fixes the crank issue that the assualt and xebex have.

No clue what your overall intentions are, but for the price of many nice exercise bikes, you can get a trainer and a low end or used bike. Same workout, plus you can take it outside when riding inside bores the hell out of you.
My trainer hooks up to my laptop through an Ant+ connection (like bluetooth). I can build workouts and the trainer adjusts resistance based on the workout I built. It forces me to ride that power output (power=pedal speed x resistance). Slow down the pedals and it cranks the resistance higher. Speed up the pedals and it lowers the resistance to match the power dictated by the programmed workout. Trainer is typically like 599, but theres a german site you can get it for 380 ish (depending on currency values). Takes 2 weeks to deliver. Pair that with a $1k bike and you have a pretty awesome set up that would be better than dropping 1500 on a stationary bike from my point of view (which I understand differs from others).
Now if that's more than you were willing to spend, understandable. Just saying before Id drop that type of coin, I'd look at those options. For an extra 120 bucks I built this cheap monitor stand (includes price of monitor). I can watch movies and virtually race other people while the trainer adjust resistance based on hills and such on the virtual course. It's a hell of a workout.

I use TrainerRoad and Zwift. Just cancelled zwift for a while. TrainerRoad just has such a great library of workouts and is easier since you can use it offline if needed (wireless dropping in the middle of a 3+ hour workout sucks). For 12 bucks a month, you can literally become a very good cyclist just following their plans.
I don't road race, although I do have a road bike as well that I'll do some spirited group rides on. I've been down at 25 mph before in a group ride that wasn't even trying to be competitive. No thanks to getting in a group of guys constantly fighting for position. Plus, I have that rare quality of having a pitifully low FTP AND the inability to hang with surges

I'm not as hardcore as these guys and I'm not sure how much money you're planning on spending. I had a $150 bike I got at Academy, then my uncle gave me his that the arms move as well. The difference in my results were amazing. The regular bike doesn't do shite for your upper body. The other bike helps tone your entire upper body, especially if you crank the resistance up. I also ride with 7 lbs of ankle weights on each leg and love it.
