Pay gets frozen from time to time - for example, there were no adjustments to federal pay from 2011 to 2014, IIRC. 2014 saw a 1% bump, and between 1% and 3% are typical for non-frozen years.

I'm not opposed to raises based on inflation, and most certainly not against them for the military. I think if any company comes on board with a salary offer, they should maintain what that salary level means at a minimum.

If you haven't earned the right to keep your salary where it is from a dollar-value standpoint, you should be fired. Because if you didn't "earn" going from $100,000 per year to $101,563 (or whatever) per year because of 1.5% inflation, you should not have that job anyway.

The exception, of course, is when such increases are frozen due to constraints outside your control (like in your example).
