Over promises and under produces all on the tax payers dime.
Anyone could have taken advantage of it, but we use it as a negative that he was the one to actually utilize it. Seems pretty silly.

The same people that hate Musk for his subsidies, celebrate Trump bringing back manufacturing plants, which are always heavily subsidized
