I would agree with this, but if someone has never been to Bourbon, they will probably want to go there during the earlier hours for some good people watching and just to experience that before it gets to be too much (though some people like the "too much" part). If trashy is what you're looking for, Bourbon St. at night is the main course.

Bourbon during the day might be okay, but at night, screw that unless you have a private balcony. Once......once when I was 17 or 18 and I'd never do it again. St. Charles/Napoleon on Sunday is about the best Mardi Gras experience I've had.

This right here. Bourbon is really fun during Mardi Gras weekend only when the sun is up and it is less packed. Stay away and go to the parades at night.
