Was never gonna happen
The next step, when the hard no actually is transmitted, will most likely be a grand jury subpoena. That could lead to a Constitutional crisis.

Read some interesting articles and memos from the Clinton era on whether he President would be subject to subpoena power.
I think you’re right in that this goes to the courts if hey can’t work something out.
