How is Harrah's able to operate on land and not have to be a riverboat? It's not on an indian reservation or anything and it's not a small, truck stop with just video poker machines...

La law allows for one land based casino that’s not an Indian reservation.

I thought this was common knowledge

It gets a pass for being below sea level.

I understand that a former governor may have granted a permit or two for personal gain...

Stop telling lies. That would never happen in Louisiana.

Follow up question why is the law that they have to be over water in place? What’s the point of it?

To get around restrictions prohibiting them from operating on land. They used to have to be functional boats. Some places only allowed gaming while the boat was moving.

There were two chief reasons why the Louisiana public accepted the gambling measures: Roemer, the reformer, was expected to win re-election in 1991, so he would oversee the licensing; and Mississippi was legalizing casinos.

Edwards’ chief contribution to the gambling landscape was to authorize a single land-based casino at the site of the Rivergate, an obsolete convention center. The competitors for the right to operate the gambling hall made promises so lavish that the project went broke twice before finding its financial footing, thanks in part to a state tax break in 2001.

Yes he knows. But he’s an attention whore and tries his hardest to come up with topics he thinks people give a shite about.

Because they paid off a lot of people and it was written into the law that way.

How long were you in a coma?

quote:

Harrah's Jazz Co. has a 30-year pact with the state that includes a guarantee that it will have an absolute monopoly on land-based gambling. State law says that if that monopoly is breached, the casino operator can refuse the state its share of the proceeds--a minimum of $100 million a year that is being counted on to balance future state budgets.

The Capt’s all started refusing to leave the dock using every excuse in the book why. The state finally just gave up.
