This is true. The initial counter limits are now unnecessary and will never come into play. They could be deleted from the manual. Why are they still there? The best speculation I can give is that the manual is the result of a political process and this is what they could do. Also bet a lot of the decision makers didn't understand the implications.

This is flat out wrong. While all initial counters are signers, not all signers are initial counters. For example, if you sign a non qualifier to a national letter of intent, he will not be an initial counter in that class, but he will be a signer and count against the limits. While they can be equal, initial counter is a subset of signers.
