The more I look at this, the more I'm convinced that it's just extremely difficult to evaluate high school quarterbacks and that there's no telling which prospects turn into one of these guys and which prospects turn into Jared Goff. Jennings was the 14th rated pro passer in 2013. Goff was the 15th rated guy that year. Brandon Harris was the 3rd ranked dual threat guy in 2014. Quentin Flowers was 9th.

I think the reality is, most guys end up like the guys you named, so you have to play the percentages and keep taking guys hoping a couple end up panning out.
