None of what you are saying is wrong.

For example, the Vikings could allocate 500-1,000 tickets (number is obviously not exact, but it is a fairly small number) to their SBL holders to buy at face value. Anyone else who did not get selected would have to purchase through the NFL Experience packages (or go to the secondary market).

The host would get some tickets as well. All tickets sold as tickets only must be sold at face value.
