I'm not sure why people are arguing they "needed" the spend the money. Most school parishes have it set up that the money they get can go into a special fund to be used later. They just have to track and show where and how the money is being used.
The issue is a lot of these parishes get special grants from the state or federal government and then they feel is the time to use some of that extra money on stuff that isn't really needed at the time.
The superintendent is already the highest paid person in every school district. What they do is go to budget meetings but they do not design the budget, they have a financial team, they sign off on payroll checks, yet they don't hire anyone HR does that. The make speeches that are usually written by a teacher that was given a "bonus" to write, they meet about curriculum but usually have no clue what is being used as most parishes have someone in charge of curriculum for the different subjects.
In my experience the Superintendent is more of a figure head position that once people get into they stay well past retirement. It is a position that is hard to get into and it helps when you know the right people, some of these smaller parishes are pretty corrupt on how they handle the election of a new superintendent.

I really have no clue how they handle any excess money. Im just assuming based on other government type jobs. It really is totally irrelevant to anything that has to do with this thread, being that this didn't happen over an argument of budget issues.

Other than REPLYING to someone else about the budget issue I stayed on point as much as you by expressing my views on what should or should not have been allowed to be discussed at the school board meeting, We can agree to disagree on that, and that is fine with me. Without healthy debate it would be a boring society.

You aren't wrong here. Ive been in a situation where I had a budget (government agency). I controlled the budget for the most part, unless I wanted to spend massively. Then I had to get approval.
The budget was broken down into multiple areas. I could over spend in one area, if I was under in another area. The bottom line was the most important thing.
It was absolutely a use it, or risk losing it, situation. However, in my particular case, I was pretty much working with a budget too small. So having extra to spend was never an issue. It was more an issue of NOT spending/cutting off OT to stay under.

Fontana retiring from VPSB asap
By the sounds of that he will not finish out his term.
Not certain what it'll solve in the short term, because Fontana controls the board vote so they will be able to appoint one of his pals until the election. May not be any hot button issues to deal with as much now, being he got a raise passed for his baw.

It doesn't work like that. Each department is given a budget. Let's say that budget is.... $100k and at the end of the year the department has only spent $50k. You are not going to get a $150k budget for the next year. Since your department only spent half of it's budget, it will be seen as that department doesn't need $100k and since they only spent half of it, they will only be given a $60k budget then the money that wasn't used will be applied to another department's budget.
The problem with that is, while only $50k was needed the past year, things come up and the following year more money might be needed so you have to show that you are using the budget you are given so that you will get the same amount the following year.
Part of the job in the department I was in, was to track down landowners of abundant properties. At the time the parish started to get aggressive with identifying properties that had mountains of trash, old crack houses (a lot of times an old person dies and have no family who lives close by so after awhile junkies would take over). We use to have to identify the property owner and if that person passed away then we had turn that property over to a lawyer so they go through the legal process of identifying a next of kin, etc so that game out of our budget.
It was in the middle of the year when they decided to start being aggressive on this so that year we didn't spend nearly as much money as we were going to need for the upcoming year.. So in order to make sure we had the budget to pay for the legal fees for all the properties that needed to be turned over to the lawyer, we had to spend it.. So we ended up getting new computers, etc just so that we could spend money to make sure we get the same budget for the following year.
