Can anyone point to where the article stated that there was recklessness involved?

It’s says they believe he was traveling at a “ high rate of speed” when the “rear tire failed”. Sounds like he had a blow out. Who knows if he was speeding - the speed limit is 70which is a high rate of speed, especially while experiencing a blow out.

LSP doesn't use the phrase "high rate of speed" to characterize 70mph on the interstate.

A 15 year old driving illegally on a state highway maybe speeding at 1 am in the morning with 4 other passengers....

That situation even existing is reckless behavior.
