Initially, yes. Eventually teams will catch on because a holding penalty every set of downs will cost you a game. It will force coaches to focus more on proper technique and play will be much more clean.

I also am a fan of the warning method of refereeing. If its not egregious enough and it's a player's first in the game, ref can give them a verbal warning. It doesn't slow down the game and it lets the players know the referee's expectations early on. Having played I appreciated that rather than giving up a first down off of penalty and getting blasted by three different coaches on the sideline.

My issue with not calling holding is it's being allowed in the interest of protecting franchise QBs. What about the safety of defensive players? I've seen some downright blatant holds across the neck on Jordan all year, most of them uncalled. I don't mind a lineman holding on if his hands are inside the numbers and his arms are properly in front of him, that's "allowed" holding. If your arms are extended and holding onto a player in any way, it's a hold.
