It is, but good luck getting Pereira or Dean Blandino to admit it's a bad rule both had a hand in crafting. The two of them in the previous role of head of officiating are responsible for taking something as simple as a catch and turning into a crapshoot of arbitrary actions that determine what is a catch, common sense be damned.
