In 2014, the courts ruled that the FTC did not have the authority to regulate non-common carrier services of common carriers. That case is currently still in dispute.
So when the FTC tried to impose penalties from 2010, they were told they no longer had the authority, and that is still in dispute.

Net neutrality passing in 2015 essentially persevered the internet as you've always known it. There were minor violations of the premise of net neutrality prior to 2015, but things were really starting to ramp up due to cord cutters and what not, so net neutrality was passed to lock in fair access for all.
You'll see bundled internet in the very near future, just like your cable packages are bundled. You want to visit sites off the bundle? You're going to pay out the arse.
