Need some help with a document

I have a 800 page safety document that I need to be able to do several things with that I can’t at the moment.
I need to be able to scan other documents and add to this one and I need to be able to pick pages from this master document and create job specific safety plans.
I also need to be able to compress enough to be able to email. It is a document I paid for and I guess it is encrypted? If that is correct.
Does anyone know how to do this? I would pay for the work.

What software do you already have to work with PDF files?
You can try to print the document to PDF to create a new file and bypass any security rights that might be on the file.

I would use Adobe Acrobat and PDF print the pages you need out of the master file. Print like normal, but just select Adobe PDF as the printer and select your print range.
From there you can create a single file portfolio That combines multiple pdf files into one document.
You should be able to then do a Save As pdf compressed file.
