It's all about the vertical temp profile. If it's 35 on the ground but quickly drops under freezing as you go up, it can snow.

Just like how a couple of years ago we got rain falling here despite it being freezing at ground level and it turned to ice. Was warmer above the surface.

It's been my anecdotal experience as a resident of BR for about 40 years that none of the "major" snow events (A couple of inches or more that accumulated) that we have ever had were accurately predicted by the weather folks. In other words, it seems like these things are very hard to forecast, especially in relation to regular stuff like thunderstorms.
