It wouldn’t be just Netflix it would be all kinds of services and websites
What does matter is data caps with overage fees have the exact same effect as the blatant "Netflix tax" fees when it comes to streaming video services. Who would sign up for Netflix (or SlingTV, or DirecTV Now, or whatever) if moderate usage results in overage fees every month, when your ISP offers a competing service that is exempt from data metering?
