Teams that are down 9 to 11 points in the 4th quarter with 1:30 left should kick the field goal first, then onside and hope you get it. You'll have to onside kick regardless of a TD or FG.

Sure, you score earlier, but what's the difference? You have more time left but also need a TD, which isn't really different than less time left and needing a field goal.
If you're driving, why would you not try to finish off the drive with a score ?
