All special elections shall be held on such day as the Governor may direct.
This is the relevant piece of the Alabama code. Smarter people than I were discussing it on the radio this evening and said Kay has the authority to postpone the election indefinitely.
ETA: It was Leland Whaley and Andrea Lindenbergh...two conservative Alabama talk show hosts with years of Alabama political reporting experience. I trust them.
All special elections shall be held on such day as the Governor may direct.
