I mean....he understands 100% what that family has gone through. He knows them all well. He would love nothing more than to be a father figure to Will and Jonathan. It could be like the Stranger Things meets Brady Bunch with Will, Jonathan, Eleven, Joyce, and Hopper one big happy family.

Hopper was busy keeping 11 hidden. The daddy/"daughter" dynamic was more important than a romantic story at that point.

I think hes just fricked up and doesnt want to do the whole family thing cause hes so jaded. Also he had to keep Eleven hidden.
