To provide a separation from the actual players, and to add veracity to the dossier. That way it’s not political mud slinging it’s a member of Trump’s own party and a respected war hero with tons of IC contacts to make the lie more believable to the masses.

Having McCain in the loop gives cover for the prog/DEM/MSM to point at the GOP as the 'colluders.' It gives them cover to ignore their own complicity - with the knowledge that under a Clinton presidency all this conflicting information would be cleansed with all the brutal efficiency of HRC's 30K corrupt e-mails.
