Nebraska doesn't produce enough athletes in-state to be competitive. Back in the 70s and 80s they were able to get players from other states, many of them. As other schools put more resources into football, their recruiting dried up.

nah
no longer being able to stack their team with partial qualifiers and "walk ons" who got locally awarded scholarships killed them.
even if that was still allowed they would never survive the media firestorm from keeping complete POS scumbags like Lawrence Phillips on the team.
