NO, they would have still been pulled away from their families if the two drugs had the same sentencing requirements... The bottom line of the problem is breaking the law, not the law in this instance...
In order to be systemic, the law would have to be something that they could not avoid because of their race... Are you saying that blacks cannot avoid breaking the law, so all laws are systemic racism?
