Extremely regulated and much much much harder to get. Most agricultural uses have been replaced by Urea. Urea is used to make diesel and it is also a good fertilizer. Urea was really pushed forward by the U.S. government after the OKC bombing. About $1.29 per pound so pretty cheap.
Urea cannot be used to create an explosive.
