Here’s a major problem.
In the recent case in St. Louis where the police officer said “I’m gonna kill this motherfricker” shortly before doing so and in which the only DNA found on the gun in the victim’s car was the cops DNA, his partner took the 5th.
Make them responsible for their department liability insurance. Give them a pot of money with which to pay salaries, benefits and liability insurance. If their liability insurance goes up, it can come out of their salary and benefits.

Might help, hitting their wallets like that. Unfortunately, I think there will need to be examples made when these things happen. People can say "yeah shootings are rare tho" and completely gloss over how this level of criminality might be possible throughout all other police interactions as well.

The presence of a drop weapon in that cops car indicates to me that this is a systemic problem.
I'm fully aware of the kind of culture it takes for a unit to begin thinking about drop weapons.
