Electrical dilemma: changing 200 amps to 400 amps

I have a space in a new construction strip mall with a 200 amp service with two boxes. I need 400 amps for the business. Do you know what's involved and what's the cost to solve this dilemma? Concrete has not been poured inside. Thanks!

Is the drop line run underground from the transformer to meter? Not that really matters b/c it may only need to be a new meter socket, surge protector and amp panel. I'm going guess maybe a couple of grand. I'm not an electrician so I wouldn't know if wire guage needs to be changed in this situation. Early in construction it may not be as much as I'm guessing.

Two "boxes" as in panelboards? What is the current rating?
Does each store in the strip mall have its own transformer + feeder, or does the mall have one feeder going to a switchboard + meter center, which then feeds each store?
400 amps is a pretty big arse load for a typical strip mall place. Restaurant without gas to the building? (ETA: I'm used to commercial buildings with 277/480 services, at 120/208 400A is more reasonable but still pretty high for the kind of place that I'm picturing).
As for cost, no idea as I rarely do estimating. I believe that Entergy (or whichever utility provider you have) will typically upsize the transformer free of charge since they'll make it up by selling you more electricity. Other than that, I don't know enough about your situation yet.

You need an electrical PE to draw you up some plans, stamp them, get them approved by the AHJ and then have a licensed contractor follow the plans.

I have worked it out. There are two boxes because the space was divided into 2 and then became one. That's why there are two boxes. 400 amps are for an infrared sauna workout studio. Thanks for your help
