Electrical dilemma: changing 200 amps to 400 amps

Two "boxes" as in panelboards? What is the current rating?

Does each store in the strip mall have its own transformer + feeder, or does the mall have one feeder going to a switchboard + meter center, which then feeds each store?

400 amps is a pretty big arse load for a typical strip mall place. Restaurant without gas to the building? (ETA: I'm used to commercial buildings with 277/480 services, at 120/208 400A is more reasonable but still pretty high for the kind of place that I'm picturing).

As for cost, no idea as I rarely do estimating. I believe that Entergy (or whichever utility provider you have) will typically upsize the transformer free of charge since they'll make it up by selling you more electricity. Other than that, I don't know enough about your situation yet.

You need an electrical PE to draw you up some plans, stamp them, get them approved by the AHJ and then have a licensed contractor follow the plans.
