That's his entire point. Baiting is not nearly as effective as people make it sound. Sure it might help you kill a doe if you're the type that likes to show up twice a month and shoot, but mature deer know that corn or food plot will still be there after dark and the woods are full of browse until February. The most useful thing about it is letting you know what deer are in the area, beyond that it wouldn't hurt my feelings if it was banned tomorrow.
