I get why they called it since he lowered his head but I'm not sure he hit him with arms first
You know they'll call it soon as lowering head but people on MSB can't figure that out and think it's hat to hat

The only way it could be targeting would be b/c they were calling the WR defenseless. The dude had time to brace himself though. He dropped the ball before the defender got there and stopped playing as the defensive player began to make the tackle. He was hit by a shoulder in the shoulder.
