And at the bottom, the lowest wage earners paid a much larger percent of their income to the basic needs of survival like rent and food. How come they have to pay so much just to survive?

We are talking about taxation in this thread. How much did those people pay in taxes? How much did they get from the government?

Historically it has provided incentive to better ones self. The war on poverty has damaged that incentive.
As a result we have a growing, dependent underclass outbreeding producers.
