Batman is all about the need for a rich individual to step in and fix the screw ups of a well meaning but incompetent government.

In Civil War, Cap was fighting against the idea of the necessity of a nanny state government that thinks it knows best and who wants to regulate the way people live their lives

And even if those examples didn't exist, it really wouldn't detract from my argument in the least.
