You do realize the catch22 in your statement, right? You can't experiment on the weather without controlling the weather.
This is a classic case of trying to control the disclosure. This stuff has been in existence for several decades, going back to before the UN treaty to not use weather weapons.

In that CBS video with Norah O'Donnell Michio Kaku said geoengineering our weather with lasers was done by the Chinese, Russians and the CIA.
