Um the Constitution itself gives the government the right to dictate who can and can not be a lawyer, How can the government ensure that people are getting adequate legal counsel without some sort of "exam" to make sure people are qualified to practice?
In truth, I wish more industries had exams. For example, here in AR anyone can hang up a sign and say "I'm a car mechanic now" and it is pathetic how many people get ripped off by shady assholes who don't know anything about cars.....

We operated under the Constitution for 98 years before the first Bar Exam.
