Why wasn't DACA a priority for congressional Dems in 2009 and early 2010?

It was put to soft vote by Reid if I remember correctly. I think they knew they didn't have the votes in the Senate but in 2010 (lame duck session) they put it to a vote. 5 Democrats including Tester (only remaining dem) voted against DACA.

There were several Republicans that voted for DACA but they didn't have the 60 votes to pass the law

This was a wedge issue for obama. The EO was just virtue signalling for votes.

The interesting part in all of this is the gop. Ran against daca and obamacare and by next year both are likely to be strengthened. Sort of amazing.
