Jock itch. Solved by over the counter drug you can get in any drug store, just ask for athletes foot cream (it's the same fungus).
Or Psoriasis, which is more serious. It is life long. There are many drugs that you can get but you need a prescription.
There are other possibilities as well. Thrush and so on.
Take a deep breath and calm down though, it is far far far far more likely to be jock itch (most often caused by wearing wet swim trunks too long post swim or just not wiping off enough after a shower and then putting on undies and going about your day).
Take it easy, 97% you are perfectly okay with the jock itch cream. Lotrimin or one of the others. Go to CVS.

The summer between my freshman and sophomore years, I poured half a bottle of rubbing alcohol on jock itch during the middle of the night. It burned badly at first, but once that stopped, it was cool, and it didn't itch for about an hour.
I did it in the dark in the bathroom so I wouldn't wake my suite mates at boarding school.

Use your hard earned Medicaid and go see a doctor.
