Instead of having a person signing for hearing impaired why not just have speech to text

monitor placed above, in front or on the side? You know the technology exists. I can't stop watching these people. Are facial expressions a part of it?

If facial expressions are part of parlaying what someone says to the deaf, then it would only be because the use of hands-only wouldn't be able to keep up with the speech. That would make it inferior to closed captioning or a voice-to-text system.
If someone is watching on tv, then use closed captioning.
If someone who is deaf is attending a press conference ... I have to wonder - how fricking often does that happen? Is it happening often enough to truely justify paying a translator for every damned speech? (And why oh why is a deaf person a member of the press pool assigned to attend public speaking events?) Not trying to knock on anyone with a disability, just looking at it from strictly logistical perspective.

Actually, it would seem like every TV has the closed captioning function and I would bet there is not much broadcast without that being a part of the stream. I think it is mainly politicians pandering for votes...

I see your point. But now we're talking about the odds of someone attending a press conference or public event, being deaf, without someone (a friend) else to translate, and the power going out, and them continuing the conference without power being restored?
Again, I'm not against it per say, I'm just wondering if we're spending hundreds of thousands of dollars on an eventuality that almost never occurs.
