There are people who get shite done and there are bureaucrats. You sound like the latter.
You choice is really not whether we can play in Houston ( we can't) but whether we play it or not . There is no way Houston diverts public safety resources to play a football game. So I will put you and all the other " the game will be played in Houston " down for - the game is cancelled. Because it's essentially the same position.
