Nobody. Taken in context, it means that opening up the law to allow crossbows doesn't mean you have to use a crossbow, just that it's an option. If you're not forced to use one, what's the point in caring who uses one? It doesn't affect you, so don't worry about it.

So let's just open up rifle season October 1. If you don't want to use a rifle that's your choice.

Let's open up hunting at night too. It's cooler and more people would do it if they could go at night. We don't want to inconvenience the working folk with having to take vacation to hunt. Let them hunt at night.

Also, to get more people in the woods we need to do away with trespassing laws. God created these forests for man, not for THE MAN. I should be able to hunt wherever I want. More people would hunt if they didn't have the hardship of a lease payment or traveling to public land.

And on those public lands, lets allow people to set up their box stands and padlock them so nobody else will hunt them. More people would hunt if they didn't have to pack a climber back in the woods.

And lets allow ATVs all through the woods during deer season on WMAs. More people would go hunting if we all had equal access to the place. You can still walk if you want to, but let's not inconvenience the neck beard mouth breathers with that walking stuff.

This is where you're wrong. It does affect everyone who hunts public land. The fact that shooting even a compound bow over 30yds requires a lot of skill and practice means that most people aren't willing to put in the work to use them. Since this is the case, in years past bowhunting allowed people to put in work that gave them many more opportunities to hunt the months of bow season before and after gun season. With fewer people doing it, there was a lot less pressure on the deer as well. Allowing anyone to shoot crossbows during bow season now means that literally any hunter can hunt the entire season on public land and can do so with almost no additional effort or training, and can make shots up to 75 yds with very little problem. Now the public land in LA has a ton more pressure and the guys who were willing to put in the work to distance themselves from the other hunters are left in the lurch with their years of developing archery skills basically netting them nothing.
