What do you think about rushing and signing off on qualifications without required training actually taking place? If they are low on bodies and want to get more sleep I've seen similar happen before.

That's what work ups are for. In 23 years I never saw a CO/XO who weren't adamant with Dept Heads that non qualified were designated prior to, or very shortly after operational status.
