Most countries' driver's ed programs are substantially better than ours. Some (like in Japan) are perfectly willing to not issue a license to someone who can't demonstrate proper driving skills.

And the German police will absolutely pull you over for left-land driving.

The problem is that so many people in the US think that if they're going below the posted limit, this means they can drive in whatever lane they want. This is not legally true of course, but unless cops start pulling people over they get away with it.
