He wasn't defenseless. Legal hit. Not ideal but not illegal. Hell we tried to hit guys like that back in the day.
It's unfortunate but not super malicious.

Its definitely not how you're supposed to tackle anymore because people are dying from brain injuries from concussions that occur like this one caused by hits like that.

These are the type of hits the NFL is trying to prevent to protect players lives

You can't lead with the crown of your helmet regardless of the ball carriers status. Illegal hit.

And if you don't consider that leading with the crown, then there should be a flag for helmet to helmet contact. Illegal hit no matter how you dice it.
