Approval ratings of Congress are always a red herring and pretty worthless for comparison purposes. There are few if any congressmen or Senators that have an approval rating anywhere near that low among his own constituents. A seat in the House of Representatives may not be what it used to be, but it still carries a helluva lot more job security than a lot of jobs in this country.
