I wonder how much of this is a function of having such high insurance rates. If insurance rates dropped would more people buy insurance or policies that are more comprehensive?

It's probably because LA houses a very large population of government check recipients and they have better things to do than to buy insurance.

In Michigan's case the uninsured rate may correlate to the number of people getting cheap cars from the Big Three.
I know Chrysler in particular would have a number of employees who would get a highly discounted shitmobile through their work, get either bare bones insurance or no insurance, then drive it until it has to be abandoned and start the process again.
Trying to remember the exact numbers but getting a new car for used car prices means it is cheaper to just get a new one than have insurance repair it if it gets in a bad enough accident.
