I think you'd have less cases of this if the US did not tax its citizens on worldwide income. Only the US and Eritrea does this. Even if one ends up not paying US income tax from foreign tax credits, it's an extra burden of filing an extra income tax return (for some expats living abroad it can be complicated and costly just to file the return).

As an aside, FATCA is a terrible law that I was hoping the Trump administration would eliminate. It can make banking as a US citizen living abroad difficult.
