If cost of living is not an issue - it's easily Argentina. Buenos Aires is for baws.

If on a budget go with Bolivia.

Actually, yes. At least the service industry is lazy. Restaurants don't open until about 8:30-9 and the service is slow. If you're looking to go out to eat there you can expect to be there until 11.

Argentina is my answer also, but not Buenos Aires. Too many kidnappings. Go west--Mendoza if you're into wine or Patagonia if you're into the mountains and chocolate. Those areas are super nice, very safe, and very friendly. Also, lots of English speakers.

3 pages and no love for Ecuador? I've been living here over three years and liking it more as time goes by. There are approximately 5000+ Americans in Cuenca and 1000+ in our area around Salinas.

A semiretired consultant who taught a corporate class I attended sold all of his shite and moved to Panama. He had been there about five years living a few blocks from the beach. Said he loved it and the government had problems, but at least it wasn't a lie like he perceived all of our government to be about.
