Trick question. None. Unless you enjoy being kidnapped and murdered.

I spent 2 weeks in Chile a few years ago, and I would move there in a heartbeat. Diverse regions that are very accessible, Santiago is just like any other big city in the US, with a lot of US companies having a presence, very friendly people, and extremely affordable.
I am waiting to get my kids through high school before seriously trying to make a move.

Most Uruguayans are descended from colonial-era settlers and immigrants from Europe with almost 88% of the population being of European descent,[6] The majority of these European immigrants were Spaniards, followed closely by Italians, including numbers of French, Germans, Portuguese, British (English or Scots), Irish, Swiss, Russians, Poles, Bulgarians, Hungarians, Ukrainians, Lithuanians, Estonians, Latvians, Swedes, Danes, Dutch, Belgians, Austrians, Croats, Greeks and other Scandinavians. There are also smaller numbers of Turkish, Armenian, Serbs, Georgian, Azeris, Jews and Lebanese people.

I thought that Bogota Colombia was a really cool spot. Right up in the mountains. Buenos Aires or Mendoza in Argentina would be cool too. Contrary to what's been stated already in this thread, I did not think Chile was that great.

Add NZ to that list and those were the four countries I was seriously looking into moving to if HC would have won the election.

I would live in bogota, Colombia or São Paulo, Brazil.

Uraguay
The main problem I would have with Uraguay is the distance. It is a long way and very few direct flights from the U.S. That would be a problem since I would probably visit the U.S. several times a year.
Colombia is much closer, easier, and cheaper to reach. Plus, there would be more Americans also living in Colombia.
